OAAS is a not-for-profit org that represents member county boards of mental retardation and developmental disabilities in Ohio.
Resources. We represent our member counties by serving as a liaison and resource for county boards of MR/DD and other professional orgs providing services to adults in Ohio. 2001-2002 Strategic Plan
Mission Statement
To be the voice of adult services in Ohio; to provide support and leadership and to promote quality services that are responsive to the needs and choices of individuals served.
Vision Statements

The Ohio Association of Adult Services envisions that:

  • All people receiving MR/DD services in Ohio have both a variety and a full range of services and supports to choose from;
  • People receiving MR/DD services in Ohio receive state of the art services and supports they elect to receive;
  • The Association represents all eighty-eight counties in Ohio, providing proactive and visionary leadership for its membership, and initiating policy development on a State level;
  • The Association is a nationally recognized leader in the field of disability service delivery.
Strategic Initiatives and Long Range Goals

Initiative #1

TO PROVIDE VISION, DEVELOP LEADERSHIP, AND INITIATE POLICY DEVELOPMENT FOR ADULT SERVICE PROGRAMS IN OHIO. 

1A. Achieve representation on as many rule revision committees as possible (Adult Services, service coordination, individual planning, behavior support, and administration). 

1B. OAAS will expand and enable other members of the Association to represent OAAS on State Boards and Committees. 

1C. Develop and provide a mentoring program for adult services directors. Address the staff aging, turnover, and inexperience of new staff issues by developing new recruiting methodologies. 

1D. Develop, distribute and compile surveys to determine areas of interest of the membership for use in planning future priorities of the Association. 

 
What objectives should be accomplished to reach the goals? How will the objectives be accomplished? When will they be achieved or recommended?
1A.)  OAAS will actively pursue membership on all committees/task forces working on topics pertinent to adults with MR/DD.  Letter to Director Ritchey requesting appointments to each group as formed. Letter sent.
  Through our association with the OACBMRDD remaining updated as pertinent groups are being formed. Ongoing
1B.)  OAAS will appoint Directors from “the field” to serve on various committees/task forces as opportunities become available. Memo to regions or regional representatives to notify them of the available opportunity. ASAP-ongoing
  Representative appointed to serve made aware by OAAS President that they are representing OAAS and not their personal opinion. Prior to appointment.
  Time expectation of committee and reporting to OAAS Board will be clearly outlined. Prior to appointment.
1C.)  OAAS will survey members to determine what skills, knowledge, and abilities are necessary to be an Adult Services or Workshop Director. OAAS committee will work with staff/liaison person to develop, disseminate, and compile survey results. December 2001
1C.)  OAAS will develop a plan to create a mentoring program for Adult Services/Workshop Directors. OAAS committee will develop parameters for plan and staff/liaison person will write and implement plan. April, 2002
  OAAS will identify Adult Services Directors willing and capable of serving as mentors in each OAAS region. April, 2002
1C.)  OAAS will develop a 
personnel conference or inservice training that addresses the topics of staff aging, turnover and staff retention, and recruiting methodologies.
OAAS conference committee will plan conference, discuss appropriate speakers, and set timelines for the conference.  Staff/liaison person will make necessary arrangements. September, 2001
1D.)  Surveys pertinent to the membership will be done to gather information that will be helpful to the field. OAAS Board will determine topics for survey and survey will be developed, circulated and compiled by staff/liaison person.  Ongoing
1D.)  OAAS will study the feasibility of joining a national association that has a similar vision to that of OAAS. OAAS through the distribution of our quarterly newsletter will solicit input from the field concerning possible affiliation with a national association. July, 2002
Initiative #2

EXPAND COMMUNITY EMPLOYMENT OPTIONS FOR PERSONS RECEIVING MR/DD SERVICES IN OHIO. 

2A. Collaborate with agencies already working with one-stop shops, e.g. ODHS/ OBES, RSC, and Workforce Development Boards.  Develop representation on a state level in Ohio Works First/Work Initiatives.

2B. Assume an active role in the interagency agreement with RSC. Develop consistent services and supports by resolving the eligibility and supplanting issues for RSC services across the state. 

2C. Collaborate with other systems and agencies on resolving transportation problems.

3A, B, C.)  OAAS will identify issues for our regions to research best practices.  Topics to be considered will include self-determination, service coordination, employment, aging issues, services to those with low incidence and substantial physical disabilities, behavior supports, and assistive technology. OAAS through,  our regional meetings,  will prioritize topics where best practice information would be helpful in assisting programs improve services to the population we serve. September, 2001
3A, B, C.)  OAAS will seek input from ODMRDD to identify programs that exhibit best practices in various areas including those mentioned above. OAAS committee will meet with ODMRDD accreditation unit to identify programs having model programs that could be duplicated by others. January, 2002
3A, B, C.)  OAAS will develop a collection of best practices materials and/or a listing of programs that exhibit best practices in specific areas.  OAAS committee will work with programs willing to share their best practice programs/procedures to develop materials  and/or list. July, 2002
3A, B, C.)  OAAS will distribute best practice information to the membership. OAAS committee and/or our staff/liaison person will distribute information via the newsletter, website, broadcast email,  and a conference focusing on best practice procedures. October, 2002
3D.)  OAAS in conjunction with other disability groups will sponsor a technology vendor fair. OAAS committee, with assistance from our staff/liaison person will organize a variety of disabilities groups, plan the event, and invite all vendors to participate. July,  2002
3D.)  OAAS will use our newsletter to distribute information on various types of technology that will be useful for the  OAAS will request that participating vendors write articles for inclusion in our quarterly newsletter. July, 2002
3A, B, C, D.)   OAAS will bring in national speakers to our conferences to address best practices, trends, and technology. OAAS conference committee will invite quality national figures to present at our regularly scheduled conferences. Ongoing
Initiative #3

DEVELOP AND PROVIDE INFORMATION TO MEMBERSHIP ORGANIZATIONS ON BEST PRACTICE STRATEGIES FOR PERSONS RECEIVING MR/DD SERVICES IN OHIO. 

3A. Facilitate the regional groups to provide information on their best practices via the newsletter and website. 

3B. Develop and promote best practices related to self-determination, service coordination, employment, aging services, and services to those with low incidence and substantial physical disabilities. Develop and promote best practices related to the funding mechanisms that support these best practices.

3C. Develop and promote best practice strategies for behavior support services. 

3D. Provide information about and access to assistive technology, including how to access increased dollars for technology.
